I have a question on all the cuts on school budgets.?

I live in Trenton, Fl. and our schools and the schools in our area are getting slammed with all the schools cut back. I can't tell you of all the good teachers my son has lost just this year. Is this something that Bush had started or is it something that Obama is doing.
