Are there any natural baits that float?

A few days ago, I was fishing at around 7 at night. This guy was packing up and leaving. He dumped some spoiled hot dog and dead minnows into the lake. After he was gone, some catfish started surfacing and eating all of the leftovers. I tried throwing some some dead bluegill at them but they only ate what was on the surface. Any suggestions?
